Helping Our Industry - One Engine at a Time

The Diesel Emissions Reduction Act (DERA) is a national grant fund through the Environmental Protection Agency (EPA) that helps older diesel engine fleets, everything from buses to boats, get upgraded to newer, more fuel-efficient models.


The Whatcom Marine Vessel Diesel Engine Upgrade Program (WMVDEUP) is a collaboration between the Port of Bellingham and the Whatcom Working Waterfront Coalition to bring DERA Funding to Bellingham Bay, and make it accessible for our local fishing fleets. The Coalition provides logistical and administrative support to the Port, who is the eligible entity to receive the grant funding. The Coalition then helps our local owner operators to navigate the process of getting funding from the project to aid in engine and power upgrades. 


Eligible owner/operators will be able to complete repower projects and be reimbursed after the project through the pool of available funding for a set percentage/amount of the project total.

Eligibility Requirements & Considerations

You could be eligible for DERA funding through the WMVDEUP if you are a commercial vessel owner/operator and have an engine meeting the following criteria:


Your current engine must:

  1. Be fully operational.
  2. Be less than 600 kW (804 hp) for units manufactured 1973 or later.
  3. Not be planned for rebuild or replacement for at least 3 more years.

Also:

You have owned and operated the engine for the two years (24mo) prior to upgrade.


The current engine to be replaced must not have a remanufacture kit available per 40 CFR Part 1042, Subpart I, detailed below.


Ineligibility:

It has a remanufacture kit available (and is thus ineligible for DERA) if it is a commercial marine engine on a US-flagged vessel meeting the following criteria; 

  1. It was manufactured between 1973 and the last Tier 2 model year AND
  2. It has power at or above 600 kilowatts (kW), or 804 hp AND
  3. It has a displacement of less than 30 liters per cylinder.

The engine must be installed and currently in active use on the vessel to be eligible. 


Proposed upgrades must reduce emissions from the existing model at similar power-ouputs, and the upgraded model proposed must be within the same horsepower or wattage output range as the one being replaced, within reason of modern model differences. (You cannot upgrade to a more powerful engine, even if it is more efficient, unless no model exists in similar power range.)

From Application to Reimbursement

The steps from application to reimbursement are simple to explain, but complex in their substance. The Coalition staff will help guide and direct you through this process if you are selected. 


If you are not selected this year - note that this will be a rolling effort each subsequent year that you will be eligible for, provided criteria is still met by your engine.


Steps are as follows:

1. Fill out a Pre-Screening Application & submit to WWC. WWC and Port of Bellingham Staff will review the information and application, and decide which applications to enter in the program based on first-submitted, first-considered basis, with regards to eligibility, scope of repower needed, and any relevant factors that would impact the successful completion of your project.


If you are selected, we will contact you and begin the following process:

  1. Get 2-3 quotes from vendors for engine repower
  2. Submit quotes and a narrative justifying which quote you'd like to select
  3. Coalition staff meet with you to discuss the quotes and select a vendor for the work
  4. You schedule, perform, and fully pay for the repower
  5. Work with the vendor to ensure old engine is properly scrapped per requirement
  6. Submit all finalized invoices, receipts, and documentation to the WWC
  7. You will get reimbursed up to 40% of the cost, up to a cap of $80,000 from the pool of available funding.

*Please note that you must be able to cover the full cost of the re-power project. Grant reimbursements take time, and consultation with other DERA projects in the area have attested to times of 6 to 8 months, to a year in outlying cases, for reimbursement to be issued to a project participant.
